Request for Decision Summary
The purpose of this report is to seek Council's support for third reading of Bylaw C-1005-17, a redistricting amendment to the Land Use Bylaw changing 0.79 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential. The proposed redistricting area will provide for 15 single detached lots within the Fenwyck neighbourhood.

The proposed redistricting is consistent with the approved East Pioneer Area Structure Plan and is supported by administration.

Proposed Motion
That third reading be given to Bylaw C-1005-17 - Land Use Bylaw Amendment - Redistricting - Fenwyck Stage 2.
The proposed redistricting would permit residential development to commence in Fenwyck Stage 2. The amendment would redistrict land from UR – Urban Reserve to R1 – Mixed Low to Medium Density Residential (0.79 ha). This application, combined with the redistricting under previously approved Bylaw C-953-16, will form the first complete stage of development in the Fenwyck neighbourhood. The redistricting of stage 2 had been intentionally left out of the stage 1 application as the developer reviewed the potential of expanding development into the identified (East Pioneer ASP, MDP) natural area. The boundary of this amendment and the associated subdivision preclude any potential expansion into the natural area with the Fenwyck Stage 2 development.

An associated development agreement is anticipated to be completed and signed prior to the September 25 Council meeting.

The subdivision application associated with this redistricting bylaw would create 15 single detached lots.

East Pioneer Area Structure Plan
The proposed redistricting conforms to the approved East Pioneer Area Structure Plan, most recently amended by Bylaw C-952-16. Although the proposed development area extends into the existing treed area, the portion of the natural area identified for preservation has been respected.

Further, this redistricting conforms with the proposed amendment to the East Pioneer Area Structure Plan (Bylaw C-987-17) as the required studies have been supplied.

Municipal Development Plan
The proposed redistricting is in general conformity with the Municipal Development Plan. The proposed redistricting does not extend into the identified natural area.
A statutory public hearing will be held on July 17, 2017 prior to second reading. The public hearing was advertised in the June 30 and July 7 editions of the Examiner in satisfaction of the requirements of the Municipal Government Act, and specific notification was mailed to adjacent landowners as per the requirements of the Land Use Bylaw.
If approved, the City Land Use Bylaw map on the City website will be amended as per the attached Schedule. 
Approval of this bylaw will permit the commencement of development in stage 2 of the Fenwyck neighbourhood.
