Request for Decision Summary
The purpose of this report is to seek Council's support for second reading of Bylaw C-1049-18, a bylaw to redistrict a 2.3 ha portion of NE 5-53-27-4 from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District. Stage 17 is the final stage in the Springate neighbourhood. A development agreement is required prior to consideration of third reading.

Proposed Motion
That second reading be given to Bylaw C-1049-18 - Land Use Bylaw Amendment - Springate Stage 17.
Background/Analysis
Qualico Communities has applied to redistrict approximately 1.8 ha (excluding roads) of the NE 5-53-27-4 from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District. This bylaw replaces a previous bylaw (C-890-14) which expired prior to consideration of third reading.

 
Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010-2020 (MDP) is the City's primary statutory plan. The proposed residential redistricting is consistent with Figure 8 Future Land Use.

 
West Area Structure Plan
The West Area Structure Plan (Bylaw C-818-12) was most recently amended with Bylaw C-979-16 in November 2016. The proposed redistricting is consistent with the policy and Development Concept map that identifies the subject land for Mixed Low to Medium Density Residential.

 
Land Use Bylaw
The subject land is currently districted UR - Urban Reserve. The redesignation of the land is required prior to subdivision and development. The R1 district accommodates a range of low to medium density dwelling types in order to provide flexibility in the design and development of neighbourhoods.

A completed development agreement is required prior to consideration of third reading.

Consultation/Engagement
A statutory public hearing will be held August 13, prior to consideration of second reading. Advertising of the public hearing satisfied the requirements of the Municipal Government Act.  In addition to newspaper advertising in the Examiner on July 27 and August 3, as per policy of the Land Use Bylaw all properties within 30m of the subject site were mailed public hearing notification.
Implementation/Communication
If approved, the Land Use Bylaw map on the City website will be amended as per the attached Schedule.
Impacts
Approval of this bylaw will permit the commencement of development in stage 17 of the Springate neighbourhood.
