Bylaw C-1009-17 proposes to amend the land use bylaw for a 1.0 ha portion of the N 1/2 of NW 1-53-27-W4, south of Grove Drive and east of Pioneer Road within the Fenwyck neighbourhood. This bylaw assumes that Bylaw C-953-16, which affects the subject lands, will be approved prior to final consideration of this amendment. Bylaw C-1009-17 would change the subject land from R2 - Mixed Medium to High Density Residential to C3 - Neighbourhood Retail and Service District to enable the development of a neighbourhood commercial site.

Administration is requesting that first reading be given to the proposed bylaw. 
Proposed Motion
That first reading be given to Bylaw C-1009-17 - Land Use Bylaw Amendment Fenwyck Stage 1 Revision.
Background/Analysis
Bylaw C-1009-17 proposes to amend the Land Use Bylaw for a 1.0 ha portion of the N 1/2 of NW 1-53-27-W4, south of Grove Drive and east of Pioneer Road within Stage 1 of the Fenwyck neighbourhood. This bylaw would redistrict the subject land from R2 - Mixed Medium to High Density Residential District to C3 - Neighbourhood Retail and Service District. 

The 1.0 ha area of the subject amendment is currently identified as UR - Urban Reserve in the Land Use Bylaw. However, Bylaw C-953-16 also affects the subject land and has received second reading. This report assumes that Bylaw C-953-16 will receive third reading prior to consideration of third reading for bylaw C-1009-17.

East Pioneer Area Structure Plan
The proposed amendment is not consistent with the approved area structure plan. The plan currently identifies the subject lands as Medium to High Density Residential which does not support the proposed C3 district. An associated amendment to the East Pioneer ASP changing this area to Commercial has been submitted and is proceeding as Bylaw C-1008-17. 

Land Use Bylaw
The proposed site of 1.0 ha matches the maximum site area for a C3 site. The C3 district is compatible with the residential and commercial uses anticipated on the adjacent lands. Servicing and access to the site is available.

Consultation/Engagement
A statutory public hearing will be held prior to Council considering second and third readings.
Implementation/Communication
If approved, the City will update the Land Use Bylaw Districting map on the City website.
Impacts
Approval of this bylaw would reduce the amount of medium to high density residential development within stage 1 of the Fenwyck neighbourhood and add a commercial use.
