Request for Decision Summary
Bylaw C-1008-17 proposes to amend the East Pioneer Area Structure Plan. The amendment introduces a 1.0 ha neighbourhood commercial site in the northwest of the Fenwyck area, at the southeast corner of the Pioneer Road and Grove Drive intersection. This amendment will reduce the overall Medium to High Density Residential area by 1.0 ha.

Administration is advancing the bylaw for first reading at this time upon the request of the applicant.

Proposed Motion
That first reading be given to Bylaw C-1008-17 - East Pioneer Area Structure Plan Amendment.
Background/Analysis
The proposed amendment area is located southeast of the Pioneer Road and Grove Drive intersection. Immediately north of the amendment area, the land adjacent Grove Drive is identified as commercial in the Pioneer Lands Area Structure Plan and is currently districted C3; to the west, across the Pioneer Road arterial, is the developing Tonewood neighbourhood area identified as Low to Medium Density Residential; to the east the subject land is bound by a creek and associated environmental reserve; and to the south the land is identified for future Medium to High Density Residential.

This area currently is identified as Medium to High Density Residential separated from the remainder of the Fenwyck neighbourhood by the creek and associated environmental reserve. This area of Medium to High Density Residential is currently 3.5 ha in size. The amendment proposes to change a 1.0 ha portion of this area to Commercial. This would result in a reduction in dwelling units for the ASP area.

Access to the site would be from the Grove Drive collector to the north.

Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010 - 2020 (MDP) is the City’s primary statutory plan. The proposed redesignation is consistent with Figure 8 Future Land Use and addresses Objective 6.2.4 which encourages the development of neighbourhood commercial uses as an integral component of city neighbourhoods. Any potential implications on density requirements will be reviewed prior to public hearing.

Please note that the statistics submitted with the application, forming Schedule 1, appear to have some inconsistencies. These will be reviewed and rectified prior to the public hearing. Any required changes will be noted as amendments to this bylaw.

A statutory public hearing will be held prior to Council considering second and third readings.
Implementation/Communication
If this bylaw is approved, Administration will update the City Website with the amendment to the East Pioneer Area Structure Plan.
Impacts
If approved, this amendment will reduce the overall amount of Medium to High Density Residential land use in the East Pioneer ASP area by 1.0 ha.
