Information
Request for Decision Summary
The purpose of this report is to seek Council's support for first reading of Bylaw C-1010-17, a redistricting amendment to the Land Use Bylaw changing 1.42 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential. The proposed redistricting area would provide for single and semi-detached housing within the Fenwyck neighbourhood. The current subdivision application proposes 18 single detached lots and 6 semi detached lots.

The proposed redistricting appears to be in general compliance with the approved East Pioneer Area Structure Plan.

Proposed Motion
That first reading be given to Bylaw C-1010-17 - Land Use Bylaw Amendment - Redistricting - Fenwyck Stage 3.
Background/Analysis
The proposed redistricting would permit residential development to commence in Fenwyck Stage 3. The amendment would redistrict land from UR – Urban Reserve to R1 – Mixed Low to Medium Density Residential (1.42 ha). As this application proposes development immediately adjacent to an identified wetland, some additional information has been requested to better define and delineate the wetland area.

East Pioneer Area Structure Plan
The proposed redistricting appears to be in general compliance with the approved East Pioneer Area Structure Plan, most recently amended by Bylaw C-952-16. Although the area of the proposed redistricting and subdivision does extend into the existing treed area, a portion of the tree stand extends beyond the boundary of the natural area identified for preservation. A request for additional information regarding a wetland in close proximity has been made to the applicant. This information, which will include on-site identification of the wetland boundary and recommended buffer requirements, must be received before administration can hold the public hearing and support second reading.

Municipal Development Plan
The proposed redistricting is in general conformity with the Municipal Development Plan.

Consultation/Engagement
A statutory public hearing will be held prior to second reading. Advertising of the public hearing will be as per the requirements of the Municipal Government Act, and specific notification will be mailed to adjacent landowners as per the requirements of the Land Use Bylaw.
Implementation/Communication
If approved, the City Land Use Bylaw map on the City website will be amended as per the attached Schedule. 
Impacts
Approval of this bylaw will permit the commencement of development in stage 3 of the Fenwyck neighbourhood.
