Request for Decision Summary
Ms. Glynis Middleton representing Stantec Consulting Ltd. and Mr. Justin Ellis representing McElhanney will present to Council the final report on the Indoor Recreation Facility Strategy Update for the Tri-Municipal Region. Similar presentations will be made to Town of Stony Plain Council on Monday August 21st and Parkland County Council on Tuesday August 22nd.

Proposed Motion
That the final report of the Indoor Facility Strategy Update for the Tri-Municipal Region as presented by Stantec Consulting and McElhanney be received as information.  
Background/Analysis
In December 2015, Stantec Consultants were commissioned to undertake an update of the Tri-Municipal Indoor Facility Strategy. It had been determined that an update of the original plan, which was completed in 2009, was required. General terms and conditions of the study included engagement and communication plans and data and information gathering including facility utilization, revenues, operational and capital expenses, facility inventories and list of stakeholders. From project commencement administrative staff of the three municipalities have been extensively involved in the planning exercise.

Consultation/Engagement
The consultation process for the Indoor Facility Strategy Update consisted of a number of community open houses in each municipality, household and student surveys, online stakeholder surveys mind-mixer discussion board and an intercept survey at the Tri Leisure Centre. The final steps of the process included presentations of the final draft report findings at two public open houses and a stakeholder workshop held on May 29th & 30th.    
Implementation/Communication
Administration recommends that Council receive the final report as information at this time. Further discussion will take place at an intermunicipal level subsequently resulting in initiatives being identified in each respective municipalities' corporate plans.
