Request for Decision Summary
The RCMP School Resource Officer is a position that is jointly funded by the City of Spruce Grove, Town of Stony Plain, Parkland County and Parkland School Division. Parkland County has served notice that they are withdrawing from the current partnership agreement. 

Proposed Motion
That the Administrative Update regarding the RCMP School Resource Officer be received as information.
Background/Analysis
Due to financial challenges, Parkland County has served notice that they are withdrawing from the current partnership agreement with the City, Town of Stony Plain, and Parkland School Division in regards to an RCMP School Resource Officer (SRO).  This agreement outlined specific contributions for each partner towards the SRO namely, 40% Parkland School Division and 20% each for the three municipalities.  Upon learning of the withdrawal by Parkland County the school division expressed concern about the ability to pick up a share of the County's contribution.  

Administration from both Stony Plain and Spruce Grove agreed to fund the shortfall for 2019 which is detailed below and have further discussions with all partners about a new cost share of the position.  

The remaining partners all believe in the value of this position and want to see it continue despite the additional financial commitments.  
Options/Alternatives
The existing agreement has expired and the City could choose to pull their support of the partnership altogether.  As mentioned, administration is highly supportive of the position and feels the additional financial commitment is worthy of support.  
Consultation/Engagement
Discussions have been ongoing with all partners.  Administration will continue to work with Stony Plain and Parkland School Division on a new agreement.

Fiscal Impact
Financial Implications:
For 2019 the total budget allocated for the SRO is $130,275.  This was originally split as follows:
Parkland School Division (40%):  $52,110
Town of Stony Plain (20%):  $26,055
City of Spruce Grove (20%):  $26,055
Parkland County (20%):  $26,055

The agreement expired at the end of June.  Therefore, Parkland County would have only contributed $13,027.50 and leave a shortfall of the same amount for 2019.  As indicated, Spruce Grove and Stony Plain have agreed to split this shortfall equally so the total additional budget for Spruce Grove is $6,513.75 which can be covered in the operational budget.  

For 2020 the total budget allocated for the SRO is $139,225.  Should the same arrangement be carried into 2020 the split would be:
Parkland School Division (40%):  $55,690
Town of Stony Plain (30%):  $41,767.50
City of Spruce Grove (30%):  $41,767.50

This would amount to $13,922.50 for Spruce Grove above what it would have contributed if Parkland County remained a part of the agreement.
