Request for Decision Summary
This Request for Decision seeks Council’s first reading of Bylaw C-1080-19, a Land Use Bylaw amendment proposing to redistrict land within the East Campsite Business Park Area Structure Plan from UR - Urban Reserve District to M1 – General Industrial District.  This amendment would allow for consideration of future subdivision and development of general industrial land uses.

Administration supports this proposed bylaw amendment.  

Proposed Motion
That first reading be given to Bylaw C-1080-19 - Land Use Bylaw Amendment - Redistricting – 17 Golden Spike Road.
 
Background/Analysis
Tri-F Consulting Inc., on behalf of the landowner, has made a Land Use Bylaw Amendment application for lands within the East Campsite Business Park Area Structure Plan.  The proposal is to redistrict 6.25 ha of Lot 1, Plan 002 0866 from UR - Urban Reserve District to M1 – General Industrial District.  This redistricting would prepare these lands for future subdivision and development of industrial land uses.

Area Structure Plan (ASP) - The East Campsite Business Park ASP Bylaw C-634-06 defines the intended land uses for the subject lands on its Figure 5 – Land Use Concept for “industrial’ land use. This proposed Bylaw amendment to a general industrial district is consistent with the ASP's land use intent. 

Land Use Bylaw - All subject lands are currently districted UR – Urban Reserve in Land Use Bylaw (C-824-12), and a reclassification to appropriate land use districts is normally required prior to subdivision and development.  The proposed M1 – General Industrial District provides for industrial uses that do not cause objectionable or dangerous conditions beyond the boundary of their site.

The proposed amendment has been circulated internally for the comments of other municipal departments, and no objections to the redistricting were received.  
Implementation/Communication
If this proposed Bylaw is passed the City of Spruce Grove Land Use Bylaw Map would be updated to reflect the M1 - General Industrial District.
Impacts
This change to the site's land use districting would allow the landowner to pursue industrial subdivision and development on the subject lands.
