Title:    Crime Prevention Presentation Opportunities - Wolanski

Request for Decision Summary
The purpose of this agenda item is to bring forward a report to Council on the opportunities for a presentation on crime prevention in the community.

Proposed Motion
That the report on community crime prevention opportunities be received as information. 

Background/Analysis
A motion of Council on June 25th, 2018 stated:  "That Administration explore opportunities for a presentation on crime prevention in the community and report to Council."  There was also a suggestion related to a possible guest speaker.

Administration has explored a number of possible scenarios and dates and is proposing the following:

  • A community forum on September 19th, 2018 at Horizon Stage.  Administration, the RCMP, and the proposed presenter all felt that holding a community presentation in the summer months would not maximize the impact.  There is also concern for staff capacity in organizing this unplanned event and having it toward the middle of September reduces this impact.
  • Exact timing and logistics for the event are still being planned.
  • Chris Hay, Executive Director of the John Howard Society will make a 45 minute presentation on Crime Prevention through Social Development.  This will focus on both the shorter term "crime suppression" and longer term "social development" aspects of crime prevention.  Mr. Hay's background as a former intelligence analyst with EPS provides great value.
  • Following the presentation there would be a brief 15 minute break to prepare for additional panel discussion and allow attendees to submit questions.
  • A panel including members from the RCMP, Spruce Grove Enforcement Services, and Chris Hay would answer questions from the audience that will be submitted.  This would be moderated and screened.
  • David Wolanski, General Manager of Community and Protective Services would serve as the moderator for the evening. 
  • The question/answer portion is expected to be approximately 30 minutes for total time of 1.5 hours.

It is important to note that the panel discussion will not be an open forum for questions/answers as there are significant limitations to what can be shared publicly from an enforcement perspective.  It is not meant to discuss specific cases but rather an overall community approach to crime prevention.

A communication plan will be developed and implemented as soon as possible.

Fiscal Impact
Financial Implications:
There will be some costs associated with the event (i.e. refreshments, communications); however, any costs will come from the recently approved funding for enhanced policing initiatives.
