Request for Decision Summary
The purpose of this report is to seek Council's support for second and third readings of Bylaw C-996-17 that would close a portion of public roadway. The proposed closure area is described as "extra road" on Road Plan 902 2007 and is located east of a lane in the Grove Meadows neighbourhood, adjacent Greenwood Drive. A portion of the closure area would be incorporated into the Tonewood 6 subdivision with the remainder being consolidated with Lot 3, Block 1, Plan 022 1293.
Administration supports this road closure bylaw.

The 0.022 ha area of this road closure is located at the southern terminus of the lane running parallel and north of Greenwood Drive. This road closure area has been proposed to permit the efficient use of land in the residential subdivision of Tonewood 6 and future Tonewood stages. The portion of the closure area not utilized in Tonewood 6 will be consolidated with the Lot 3, Block 1, Plan 002 1293 remnant parcel.
This portion of the road plan had been utilized for surface drainage purposes. With urban services being installed in the Tonewood area, this surface drainage will be accommodated within the urban storm water management system. The proposed closure area does not impact the existing lane nor the planned redevelopment of the lane connection onto Greenwood Drive as the Tonewood development extends southward.
A purchase agreement is being prepared with the owner of Lot 3, Block 1, Plan 002 1293.
As per section 22(4) of the Municipal Government Act, a public hearing will be held July 17, 2017 (prior to second reading) to provide those affected by the proposed closure, and the general public, an opportunity to be heard by Council.
Notice of the Public Hearing will be mailed directly to all residents within 30 m of the road closure area, and was advertised in the June 30 and July 7 editions of the Spruce Grove Examiner.
A purchase agreement is being finalized to sell the closure area to the Tonewood developer. This 0.022 ha area will be utilized in the Tonewood 6 subdivision or consolidated with the remnant of Lot 3, Block 1, Plan 002 1293. The transfer of land will take place during the registration of the Tonewood 6 subdivision.
