Information
Request for Decision Summary
The purpose of this Request for Decision is to seek Council's approval for third reading of Bylaw C-964-16 Copperhaven Stage 2; an application to redistrict approximately 6.45 ha of land within Lot 4, Block 1, Plan 052 2540. This land is located within the West Area Structure Plan area, south of Grove Drive and immediately east of the future school site. 
 
The proposed amendment would redistrict 6.1 ha from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential, and 0.3 ha from UR - Urban Reserve to P1 - Parks and Recreation. According to the approved area structure plan, the P1 lot will be a portion of the future storm water management facility and an associated viewpoint park.

Administration has completed their review of the proposed redistricting and supports advancement of the amendment. 
Proposed Motion
That third reading be given to Bylaw C-964-16 - Land Use Bylaw Amendment Redistricting – Copperhaven Stage 2 (Portion of Lot 4, Block 1, Plan 052 2540), as amended.
Background/Analysis
When Bylaw C-964-16 advanced for first and second readings, the neighbourhood name had not been determined and the bylaw was identified as the legal description (Portion of Lot 4, Block 1, Plan 052 2540). Since that time, the developer proposed name for this future neighbourhood was reviewed by the naming committee and accepted as Copperhaven. Bylaw C-964-16 has been amended to reflect the neighbourhood name and stage of development - Copperhaven Stage 2.

Select Engineering has applied to redistrict approximately 6.45 ha of land within Lot 4, Block 1, Plan 052 2540. This land is located within the West Area Structure Plan area, south of Grove Drive and immediately east of the recently approved future school site. 
 
The proposed amendment would redistrict 6.1 ha from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential, and 0.3 ha from UR - Urban Reserve to P1 - Parks and Recreation. According to the approved area structure plan, the P1 lot will be a portion of the future storm water management facility and an associated viewpoint park.

The associated subdivision proposes to create 57 single detached lots, 24 semi detached lots, 16 street oriented townhouse lots, and one park / storm water management lot.

A development agreement has been completed and signed.

Municipal Development Plan
The specific residential and park components of the amendment are in general compliance with the conceptualized future land uses as identified in Your Bright Future, Municipal Development Plan 2010 - 2020, as amended. The proposed amendment area is identified as Residential and Open Space on Figure 8, Future Land Use.

West Area Structure Plan
The proposed amendment is consistent with Bylaw C-818-12, the West Area Structure Plan, as amended (most recently by Bylaw C-979-16). The proposed R1 area is identified as Mixed Low to Medium Density Residential and the proposed P1 area is identified as part of the Stormwater Facility.

Consultation/Engagement
The proposed amendment was reviewed by internal departments for comment. 

As this is a new service area with possible service considerations, the application was circulated to the Alberta Capital Region Wastewater Commission for comment. The Commission responded that they "have no specific concerns with the redistricting."

A public hearing was held on July 18, 2016 to hear from the public and any landowners affected by this proposal. The public hearing notice was advertised in the Examiner on July 1, 2016 and July 8, 2016. No concerns were expressed at the public hearing.
 
Implementation/Communication
The Planning Department will implement this Land Use Bylaw Amendment and update the associated mapping on the City website, if approved by Council.
Impacts
The proposed amendment would allow for the commencement of residential development on a 6.45 ha portion of Lot 4, Block 1, Plan 052 2540 - immediately east of the future school site (Bylaw C-945-16).
