Request for Decision Summary
The purpose of this Request for Decision is to seek Council's approval for third reading of Bylaw C-953-16 - Land Use Bylaw Amendment - Fenwyck Stage 1. The amendment would redistrict land from UR – Urban Reserve to R1 – Mixed Low to Medium Density Residential (3.2 ha), R2 – Mixed Medium to High Density Residential (3.6 ha), P1 – Parks and Recreation District (1.7 ha), and P2 – Natural Areas District (2.3 ha). The identified P1 area is intended for a future storm water management facility and a walking trail while the identified P2 area contains an existing creek that will be preserved as environmental reserve.

The proposed redistricting would permit residential development to commence in Fenwyck Stage 1.

Administration has completed their review of the proposed redistricting and supports advancement of the amendment.
Proposed Motion
That third reading be given to Bylaw C-953-16 - Land Use Bylaw Amendment - Redistricting - Fenwyck Stage 1.
 
 
Background/Analysis
The proposed bylaw will redistrict the first stage of the Fenwyck neighbourhood in east Spruce Grove, immediately south of Grove Drive and east of Pioneer Road. The amendment would redistrict land from UR – Urban Reserve to R1 – Mixed Low to Medium Density Residential (3.2 ha), R2 – Mixed Medium to High Density Residential (3.6 ha), P1 – Parks and Recreation District (1.7 ha), and P2 – Natural Areas District (2.3 ha). The identified P1 area is intended for a future storm water management facility and a walking trail while the identified P2 area contains an existing creek that will be preserved as environmental reserve.

The associated subdivision application proposes to create 52 single detached residential lots, 22 semi detached residential lots, and 2 medium/high density residential lots (2.13 ha and 1.42 ha).

Administration anticipates that the associated development agreement will be signed in advance of the council meeting.

East Pioneer Area Structure Plan
The proposed redistricting area conforms to the land uses of the East Pioneer Area Structure Plan.  The proposed R1 area is identified as Mixed Low to Medium Density Residential, the R2 as Mixed Medium to High Density Residential, the P1 as Stormwater Management Facility, and the P2 as Environmental Reserve.

Municipal Development Plan
The proposed amendment is in general conformity with the municipal development plan. The proposed land use districts conform to the future land uses as identified in Figure 8.

Consultation/Engagement
A statutory public hearing was held August 15, 2016. Notice of the public hearing was advertised in the July 29, 2016 and August 5, 2016 editions of the Examiner, and specific notification was mailed directly to adjacent landowners. 
Implementation/Communication
If this bylaw is approved, the land use zoning map on the City website will be amended.
Impacts
Approval of this bylaw will permit the commencement of development in Stage 1 of the Fenwyck neighbourhood.
