Request for Decision Summary
To approve the 2018 expenditure of $916,731.00 awarding the contract for the new pump rescue truck to HUB Fire Engines of British Columbia.
Proposed Motion
That $916,731.00 to award HUB Fire Engine the contract to build and deliver a pump rescue truck as described in corporate initiative DP857.1 be pre-approved for expenditure in 2018 .

Corporate Plan item DP857.1 for one new pump rescue fire truck was above the line for 2018 funding in the 2017-2019 Corporate Plan at a budget of $880,000.00.

In early 2017 Facilities and Fleet services worked with Fire services pump rescue apparatus committee to create a specification and a request for proposal was posted for vendors on April 10, 2017 and closed June 1, 2017. Four vendors provided bids which were evaluated by the Fire Services Pump Rescue Apparatus committee. HUB fire Engine proposal was evaluated by the fire services apparatus committee, as best value bid that met all specification requirements.

It is expected that delivery of the pump rescue fire truck will take place toward the end of November 2018 if the order is placed by the end of July 2017. 
Reduce specification and retender.
This new rescue pump fire truck will allow two staffed apparatus, one call back apparatus, and one mechanical reserve.

Fiscal Impact
Financial Implications:
The acquisition of the rescue pump fire truck would be included in the 2018 budget, the year it is delivered to the City. Since the rescue pump truck acquisition is not approved by Council through an approved budget of the current year, a separate council approval is required. The acquisition of the fire truck has been anticipated for several years in the Corporate plan.
