Information
Request for Decision Summary
The purpose of this Request for Decision is to seek Council’s support for second reading for Bylaw C-1006-17, an amendment to the Land Use Bylaw to redistrict 5.29 ha in Plan 062-6301, Block 23, Lot 1 from UR - Urban Reserve District to P1 - Parks and Recreation District.

Administration supports this amendment that will allow for the development of a stormwater management facility with trails and open space.

Proposed Motion
That second reading be given to Bylaw C-1006-17 - Land Use Bylaw Amendment - Redistricting - Jesperdale Stage 8.
Background/Analysis
Select Engineering has applied, on behalf of the landowner, to redistrict 5.29 ha of Plan 062-6301, Block 23, Lot 1 from UR - Urban Reserve District to  P1 - Parks and Recreation District (See Attachment B).
 
The landowner plans on completing the development of the stormwater management facility that will offer both trails and open space.

Municipal Development Plan
Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan. The Future Land Use map designates the subject lands as Residential and amendments to the MDP are not required to facilitate this development.

North Central Area Structure Plan
The North Central Area Structure Plan (ASP), Bylaw C-477-03, was adopted in May 2003. The proposed redistricting is consistent with the subject site's Stormwater Management Facility designation in the ASP and will not require an amendment to the ASP.

Land Use Bylaw
The subject lands are districted UR – Urban Reserve. The reclassification of land to other land use districts is normally required before subdivision and development can occur.

The purpose of the P1 – Parks and Recreational District is to develop public parks and recreational facilities for the needs of residents for both active and passive recreational pursuits. Reclassifying the UR – Urban Reserve District land to a P1 – Parks and Recreation District will allow for the intended stormwater management facility and bordering open spaces and trails.

Administration has discussed initial comments about the development with the applicant.

Circulation
The proposed amendment has been circulated internally for other departments’ comments. No comments were received. 

Public Hearing
A statutory public hearing took place on July 17, 2017, prior to second reading. A public hearing notice for the proposed redistricting appeared in the local newspaper on June 30 and July 7, 2017 as per the Municipal Government Act. The public hearing notice was also be mailed to landowners adjacent to the area being amended and advertised on the City's website.
Implementation/Communication
If approved, the Land Use Bylaw Map will be updated and posted on the City's website.
Impacts
The proposed bylaw would allow the eighth stage of development in the Jesperdale neighbourhood to proceed. It will include a stormwater management facility as well the development of a trail connection that will offer residents the opportunity to utilize the City's open space network more efficiently, thus increasing the use of active transportation. Implementing a trail connection in Jesperdale Stage 8 will connect to the City’s existing trail system to the east Calahoo Road, to the south, and the future Deer Park development to the west.
