Title:    Reallocation of Funding For Road Projects in 2019 - Levasseur

Request for Decision Summary
Several roads have been identified within the City that require re-construction or re-surfacing.  This update will discuss these road sections and a funding option that would use unused funds from the 2019 Storm Systems Upgrade project. 

Proposed Motion
That the update on reallocation of funding for road projects in 2019 be received as information. 
In 2019, the City of Spruce Grove Corporate Plan included $3,850,000.00 for the 2019 Storm Sewer Upgrades. That project includes up sizing of storm sewer pipes in parts of the Brookwood neighbourhood, asphalt roadway milling and resurfacing and construction of a storm water surge pond at the St. Thomas Aquinas School site on land owned by the City. The requirement and budget for this work was identified in the 2015 Storm Water Master Plan Update. Once tenders were awarded a total project cost of $2,135,000.00, was needed in order to complete the project. This left $1,714,500.00 in approved funding from the 2019 Storm System Upgrades project remaining.

Engineering and Public Works have identified several road sections that require attention this year. These sections of road have gone beyond the acceptable maintenance cost and efforts and have reached a point where re-surfacing or re-construction is required. The areas of highest priority are:
  1. McLeod Avenue from Jennifer Heil Way to west of the Nelson Drive roundabout and from east of that roundabout to the most easterly access to Westland Market Mall;
  2. Grove Meadows Drive from east of Greystone Drive to Grassview Crescent;
  3. Guenette Crescent and Guenette Place; and
  4. Grassview Close and Grassview Crescent from Grove Meadows Drive to Greenwood Drive. 

All of these sections have fallen below the condition marking index.  Potential funding in the Storm Water Upgrade Project could be used to complete the needed work in 2019 on the above noted roads. The required funding for this work would be $1.0M.

A borrowing bylaw would be required in order for the City to utilize this funding for the road re-surfacing and re-construction projects listed above. Administration intends to bring forward for Council's consideration first reading of this bylaw at the next Council meeting on June 24, 2019. 
The City could leave the road work until next year which would result in the road conditions deteriorating even further and more maintenance money needing to be spent. 

Financial Implications:
Project has been identified as debt funded and will require a Borrowing Bylaw.  The original storm project was debt funded with payments coming from Utilities beginning in 2020.  The roads project will also be debt funded but will require payments to come from Taxation beginning in 2020.
