Request for Decision Summary
The purpose of this report is to seek Council's support for second reading of Bylaw C-1010-17, a redistricting amendment to the Land Use Bylaw changing 0.91 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential. The proposed redistricting area would provide for 17 single and 6 semi-detached housing lots within the Fenwyck neighbourhood.

The proposed redistricting is in general compliance with the approved East Pioneer Area Structure Plan.

A completed development agreement is required prior to consideration of third reading.

Proposed Motion
That second reading be given to Bylaw C-1010-17 - Land Use Bylaw Amendment - Redistricting - Fenwyck Stage 3.
The proposed redistricting would permit residential development to commence in Fenwyck Stage 3, finishing Brunswyck Crescent. The amendment would redistrict a 0.91 ha area of Lot 1, Block A, Plan 172 3519 from UR – Urban Reserve to R1 – Mixed Low to Medium Density Residential. The proposed R1 area would be developed with a combination of 17 single and 6 semi detached housing lots.

This application proposes development adjacent to an identified wetland to the south, which has been defined and expanded with a 6.0 m buffer. The application is also adjacent to an identified natural area; the natural area boundary, as defined in the East Pioneer ASP, has been respected.

A completed development agreement is required prior to third reading.

East Pioneer Area Structure Plan
The proposed redistricting appears to be in general compliance with the approved East Pioneer Area Structure Plan, most recently amended by Bylaw C-1008-17. Although the area of the proposed redistricting does extend into the existing treed area, a portion of the tree stand extends north beyond the boundary of the natural area that was identified for preservation. Additional information regarding a wetland along a portion of the south redistricting boundary has been submitted by the applicant and included identification of the wetland boundary and recommended buffer requirements.

Municipal Development Plan
The proposed redistricting is in general conformity with the Municipal Development Plan. The identified Environmental Significant Area I is to the south of the redistricting area, the boundary of which has been respected and slightly expanded northwards to encompass a previously unidentified wetland.
A statutory public hearing is scheduled for June 11, prior to second reading. Advertising of the public hearing was placed in the May 25 and June 1 editions of the Examiner, satisfying the requirements of the Municipal Government Act. All adjacent property is currently owned by the same entity as the subject land.
If approved, the Land Use Bylaw map on the City website will be amended as per the attached Schedule. 
Approval of this bylaw will permit the commencement of development in stage 3 of the Fenwyck neighbourhood which will complete Brunswyck Crescent.
