Request for Decision Summary
The purpose of this report is to seek Council's support for first reading of Bylaw C-1044-18, a redistricting amendment to the Land Use Bylaw changing 1.18 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential and P1 - Parks and Recreation District. The proposed redistricting area would provide for single or semi-detached housing lots and a park area with a required drainage feature in the Fenwyck neighbourhood.

The proposed redistricting is in general compliance with the approved East Pioneer Area Structure Plan.

Proposed Motion
That first reading be given to Bylaw C-1044-18, Land Use Bylaw Amendment - Redistricting - Fenwyck Stage 4.
Background/Analysis
The proposed redistricting would permit residential development to commence in Fenwyck Stage 4. The amendment would redistrict a 1.18 ha area of Lot 1, Block A, Plan 172 3519 from UR – Urban Reserve to R1 – Mixed Low to Medium Density Residential (0.97 ha) and to P1 - Parks and Recreation District (0.21). The proposed R1 area is currently identified for semi-detached residential lots. The proposed P1 area encompasses an area of municipal reserve and a public utility lot (PUL) area. The PUL is required for a surface drainage feature to convey runoff from the natural area to the south, northward to the storm water management facility. The municipal reserve component has been requested to enhance the drainage feature and provide a potential future access point into the natural area to the south.

This application proposes development adjacent to an identified wetland to the south, which has been defined and expanded with a 6.0 m buffer. The application is also adjacent to an identified natural area; the natural area boundary, as defined in the East Pioneer ASP, has been respected.

East Pioneer Area Structure Plan
The proposed redistricting appears to be in general compliance with the approved East Pioneer Area Structure Plan, most recently amended by Bylaw C-1008-17. Although the ASP does not specifically identify the small open space proposed as P1, this small addition is supported by Planning and Engineering, and is within the acceptable flexibility of the ASP.

Additional information regarding a wetland along a portion of the south redistricting boundary was submitted by the applicant and included identification of the wetland boundary and recommended buffer requirements. The natural area has been slightly extended northward to encompass this feature. An amendment to the ASP was not required for this minor realignment.

Municipal Development Plan
The proposed redistricting is in general conformity with the Municipal Development Plan. The identified Environmental Significant Area I is to the south of the redistricting area, the boundary of which has been respected and slightly expanded northwards to encompass a previously unidentified wetland.

Consultation/Engagement
A statutory public hearing will be held prior to second reading. Advertising of the public hearing will satisfy the requirements of the Municipal Government Act.  All adjacent property is currently owned by the same entity as the subject land.
Implementation/Communication
If approved, the Land Use Bylaw map on the City website will be amended as per the attached Schedule. 
Impacts
Approval of this bylaw will permit the commencement of development in stage 4 of the Fenwyck neighbourhood.
