Request for Decision Summary
The purpose of this report is to seek Council's support for second and third readings of Bylaw C-997-17, an amendment to the North Central Area Structure Plan. The proposed amendment would introduce the Mixed Low to Medium Density Residential land use into the North Central Area Structure Plan and redesignate a portion of land from Low Density Residential and Medium Density Residential to the new Mixed Low to Medium Density Residential land use. The amendment also corrects minor errors or inconsistencies that have been found in the Land Use Concept Map and the Statistics Table of the North Central Area Structure Plan.

Administration supports this amendment as the proposed change to the area structure plan will provide for neighbourhood development with mixed housing options.
 

Proposed Motion
That second reading be given to Bylaw C-997-17 – North Central Area Structure Plan Amendment.

That third reading be given to Bylaw C-997-17 – North Central Area Structure Plan Amendment.
Background/Analysis
This amendment has been submitted by Select Engineering, on behalf of the landowner, to introduce a Mixed Low to Medium Density Residential land use and convert a portion of the North Central Area Structure Plan (ASP) from Low Density Residential and Medium Density Residential (approximately 13.8 ha and 4.6 ha respectively) to the proposed Mixed Low to Medium Density Residential land use.

Within the amendment area, identified as the ‘central amendment area', the park and residential area have been reconfigured to reflect the intended design of that area. This reconfiguration includes a 0.55 ha reduction to the future park site; this municipal reserve reconfiguration and reduction will result in a small amount of reserve owing for the owner’s land holdings within the North Central ASP area. Upon subdivision, the City will transfer the reserve owing to the owner’s lands within the West ASP to be used for the accommodation of the new school site in that area.

The proposed amendment also corrects errors in the Land Use Statistics that have been made and carried forward through numerous past amendments to the ASP. All statistical inconsistencies have been identified within the text of the proposed amendment and confirmed through the original bylaws. 

Municipal Development Plan
Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan. The Future Land Use map designates the subject land as Future Residential. This designation includes residential development (all densities) and neighbourhood commercial sites. An amendment to the MDP is not required.             

North Central Area Structure Plan
The North Central Area Structure Plan was adopted in 2003 and is comprised of 393.54 ha of land bordered by Century Road to the east, Highway 16 to the north, Jennifer Heil Way to the west and Grove Drive to the south. The ASP has undergone nine amendments that have altered both land uses and projected population statistics.

It has been identified that past amendments referenced incorrect information resulting in ongoing errors in the ASP’s land use and population statistics. Administration and the Applicant are taking this opportunity to correct these discrepancies.

Consultation/Engagement
The applicant held their public open house on April 26 at the Links from 5:00 p.m. - 7:00 p.m. The meeting was attended by approximately 20 people (12 officially signed-in). Comments and questions raised by those in attendance were primarily related to the final grading of the development area and the types of housing that would be developed. The consultant addressed these questions and stated that the R1 district would be used in this area, allowing for single detached housing, duplex and semi-detached housing, with town-housing as an appealable discretionary use (noting that town-housing was not the intended form). Several attendees stated that they would have concerns with apartments, town-housing, or commercial uses.

One written submission was received by the consultant - this related to the required maintenance and general upkeep of the paved trail between the bridge crossing the creek and the new crossing.
Implementation/Communication
If this bylaw is approved, Administration will update the City Website with the amendment to the North Central Area Structure Plan.
Impacts
If approved, this amendment will provide for residential development with mixed housing density options as per the regulations of the Land Use Bylaw.
