Request for Decision Summary

This Request for Decision seeks Council’s third reading of Bylaw C-1024-17 - Tonewood Stage 5, an application to redistrict 1.55 hectares of land in the East Pioneer Area Structure Plan area from Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.

 

Administration supports this amendment.  The amendment would allow for future subdivision for single detached housing.


Proposed Motion

That third reading be given to Bylaw C-1024-17 - Land Use Bylaw Amendment - Tonewood Stage 5.


Background/Analysis

Select Engineering has applied, on behalf of the landowner, to redistrict 1.55 hectares of Plan 172 3540, Block 1, Lot 5, from UR - Urban Reserve District to R1 –  Mixed Low to Medium Density Residential District (See Attachment B). The developer plans to develop 25 parcels for single detached dwellings.  The development agreement has been signed and the bylaw may now be considered for third reading per Corporate Policy No: 7,005 Information Requirment For Redistricting Bylaws.

Municipal Development Plan:  Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory land use planning document, and its Figure 8 - Future Land Use map designates the subject lands for Residential land use.  This proposed Bylaw amendment is consistent with the MDP’s land use intent.

Area Structure Plan: The East Pioneer Area Structure Plan (ASP), Bylaw C-843-13, was adopted in May 2013. The Bylaw’s proposed redistricting is consistent with the subject site's Low to Medium Density Residential designation defined in the ASP.

Land Use Bylaw: The subject lands are districted UR – Urban Reserve, and the reclassification of land to another land use district is normally required before subdivision and development can occur.  The proposed R1 – Mixed Low to Medium Density Residential District is intended to accommodate a range of low to medium density residential dwellings. Single detached dwellings are permitted uses in the R1 District.

The proposed amendment has been circulated internally for other departments' comments. No comments were received.

Public Hearing:
A statutory public hearing was advertised and held on January 22, 2018, per the requirements of the Municipal Government Act.
Implementation/Communication
If approved, the Land Use Bylaw map will be updated and posted on the City's website.
Impacts
This amendment will allow for the development of low density residential dwellings.
