Information
Request for Decision Summary
The purpose of this Request for Decision is to seek Council’s support for second reading for Bylaw C-995-17, McLaughlin Stage 5. An application has been received to redistrict 2.03 ha in NW ¼ Section 4-53-27-4 from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.

Administration supports this amendment that will allow for the development of residential lots.
Proposed Motion
That second reading be given to Bylaw C-995-17 - Land Use Bylaw Amendment - Redistricting - McLaughlin Stage 5.

That third reading be given to Bylaw C-995-17 - Land Use Bylaw Amendment - Redistricting - McLaughlin Stage 5.
Background/Analysis
Select Engineering, on behalf of the owner, has applied to redistrict approximately 2.03 ha of land within NW ¼ Section 4-53-27-4. The redistricting being considered is from UR – Urban Reserve District to R1 – Mixed Low to Medium Density Residential District (See Attachment B). The landowner plans to develop an extension of Meadowlink Common with 38 residential lots for single detached dwellings.

The development agreement has been signed and the bylaw can be considered for third reading.

Municipal Development Plan
Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan. On the Future Land Use map, the subject land is designated residential and will not require any changes.
 
Heritage Estates Area Structure Plan
The Heritage Estates Area Structure Plan (ASP) was last amended in October 2013 and designates the subject lands as Low to Medium Density Residential (See Attachment C). The proposed development conforms to the ASP and will not require an amendment to the ASP.
 
Land Use Bylaw
The subject lands are districted UR – Urban Reserve. The reclassification of land to other land use districts is required before subdivision and development can occur.
 
The proposed R1 – Mixed Low to Medium Density Residential District accommodates a range of low to medium density dwellings. Single detached dwellings are considered a permitted use in the R1 district.

Consultation/Engagement
Administration has discussed initial comments about the development with the applicant.

Circulation
The proposed amendment has been circulated internally for other departments’ comments. No comments have been received.

Public Hearing
The first public hearing was held on April 24, 2017. Due to a mapping error in the public hearing notifications, a second public hearing was held on May 8, 2017 before second reading. The public hearing notice was corrected and advertised in the local newspaper on April 28 and May 5, 2017 as per the Municipal Government Act requirements. The public hearing notice was also mailed to landowners adjacent to the plan area.
Implementation/Communication
Planning will implement this Land Use Bylaw amendment upon it being approved by Council.  The updated Land Use Bylaw will be posted on the City's website.
Impacts
The proposed bylaw would allow the fifth phase of development in the McLaughlin neighbourhood to proceed.
