Request for Decision Summary
Corporate Policy CP-1014-19 is being brought forward for Committee's consideration. It provides the framework of the City's commitment to ensuring that Automated Traffic Enforcement (ATE) meets provincial guidelines and principles, the City's own traffic safety priorities, and the needs of the community.
 
Proposed Motion
 
That the draft Corporate Policy CP-1014-19, Automated Traffic Enforcement Policy be received as information.
 
 
Background/Analysis
As part of the ATE report and presentation to Committee of the Whole on March 18, 2019, recommendations were made in regards to the development of a Council policy on ATE.  Council gave direction for such a policy and passed a motion on March 25, 2019 for its development.

Additionally, one recommended motion was defeated in regards to ATE revenue allocation and administration was to bring further information to Council on this issue.  The intent in bringing forward the policy at Committee of the Whole is to solicit feedback from Committee before bringing it to Council for approval and also to provide updated information related to revenue allocation as well as other ATE initiatives/questions that Council included as part of several approved motions.
Options/Alternatives
Feedback from Committee will be incorporated into the proposed policy and brought forward for decision on April 23, 2019.
Consultation/Engagement
Several department's reviewed and discussed the proposed policy as well as the implementation of all recommendations.  Finance was consulted and will assist in providing additional information and opinion related to revenue allocation.
Implementation/Communication
As mentioned, the policy will be brought forward for Council's decision following the discussion at Committee of the Whole.  Public awareness initiatives are being planned for the changes and recommendations already approved by Council.  Administration is also moving forward rapidly on implementing all recommendations related to recent ATE discussions.
Impacts
Recognizing this issue is a priority for Council, significant resourcing is being allocated to address the recommendation in a timely manner.
