Request for Decision Summary
The purpose of this report is to authorize the 2019 Business Improvement Area tax rate.

Proposed Motion
 
That first reading be given to Bylaw C-1070-19, the 2019 Business Improvement Area Tax Rate Bylaw.

Background/Analysis
The 2019 approved budget for the Business Improvement Area (BIA) includes $32,000 to be raised by tax levy. The breakdown of tax status per active businesses contained within the 2019 Business Improvement Area assessment roll is as follows:

Total 204

Legislation provides for different methods of calculating a BIA tax rate, each having their own effect on equity in distribution of the tax burden. 
  • Application of a tax rate to the Assessment Roll which would result in levies between $14.77 - $975.00.
  • Different rates throughout the zone, on the basis that activites of the board are of greater benefit to businesses in one or more parts within the the area.
  • A uniform rate throughout the zone, determined by dividing the requisition by the number of taxable businesses as recorded on the Assessment Roll. 
In consideration of the inclusive activities of the Association, Administration recommends a uniform rate for 2019 throughout as the most equitable method.
 
Options/Alternatives
That Administration prepare a new bylaw to authorize an alternate calculation method as allowed by legislation.

The City will notify the Association of the date notices are mailed. Advertising will be done through the Examiner, City website, social media and reader boards.

Notices will be sent before the end of April and due on June 30.
