Request for Decision Summary
The purpose of this report is to authorize the 2019 taxation of the taxable businesses operating within the boundaries of the Business Improvement Area.

Background/Analysis
The City Centre Business Improvement Association held their Annual General Meeting in October 2018 where the membership voted in a Board of Directors and gave approval to the proposed 2019 budget. The following month, as required by Regulation and as a part of the City's Corporate Planning process, Council approved the Association's budget as recommended by the Board of Directors. As required by legislation, the Municipality has since transferred to the board, $32,000 as the budget amount identified as revenue to be raised through a tax levy.

To recover the 2019 paid requisition, City Council must, by bylaw, authorize the taxation and assessment of taxable businesses within the boundaries of the zone before May of this year.

Consultation/Engagement
The formation of a Business Improvement Area (BIA) is initiated by a committee of the proposed membership and it is understood that funding through a tax levy would be subsequent to the establishment. The Regulations allow for a procedure for the disestablishment which is also initiated by the membership.
Implementation/Communication
By April 2019, the BIA notices will be prepared and issued to the businesses recorded on the Assessment Roll at the time of preparation. Businesses referred to in section 351 or 375 of the Act are exempt from taxation.

City Administration will manage billing inquiries. Financial reporting will be provided to the BIA to manage non compliance of requirement to pay.

$32,000 has been paid to the Association for the 2019 approved requisition.
