Request for Decision Summary
The strategic plan is intended to guide and inform the City's future for a planning horizon out to 2035. Its purpose is to enable all stakeholders who have an interest in the future of the city to share, understand, contribute to and participate in realizing our vision of Spruce Grove as the best place to live, to experience community and to grow a strong successful business. The strategic plan is reviewed annually as part of the corporate planning process, with an in-depth review and update every four years. At Council's strategic planning session held on March 2 and 3, 2018 Council reviewed and proposed updates to the strategic plan. The attached document captures this direction from Council and is presented for Council’s approval.
Proposed Motion
That the updated strategic plan, Building an Exceptional City - A Strategic Roadmap to 2035 be approved as presented.
 
 
Background/Analysis
The City of Spruce Grove's strategic plan establishes a vision for our community's future to 2035 and sets goals and strategies to achieve this vision. Spruce Grove is at an important juncture. As the city grows, it is facing additional pressures to continue to provide quality high level services while at the same time being presented with opportunities and ideas that can have a positive impact on shaping the community's future. Other challenges include changes at the provincial level, in the economy and with technology.

Building an Exceptional City, A Strategic Roadmap to 2035 identifies these challenges and opportunities and sets out how the City will proactively prepare for and take best advantage of them.

The original strategic plan, developed in 2014, was the result of inputs collected from interviews, workshops and Council's strategic planning retreat. This update of the strategic plan aims to remain true to the original while considering developments in both the internal and external environments, feedback from Resident Satisfaction Surveys and Council’s Campaign Debrief. The strategic plan works in concert with other major plans such as the 2010-2020 Municipal Development Plan, “Your Bright Future”, The 2017-2022 Economic Development Strategy & Action Plan: “Partnerships for Prosperity” and a number of Master Plans, all of which were developed with significant community input.

The strategic plan has a continued focus on economic development and providing high quality municipal services with a new emphasis on being a place where people experience community. Each of these elements has:

 

•Outcomes or what will be in place when this component of the vision is achieved,
•Goals or what Council wants to achieve, and
•Strategies or approaches that will be taken to achieve these goals.

 

Council expressed the desire to see core Key Performance Indicators (KPIs) and/or targets developed. Operational performance indicators exist and are collected and reported to Council through various avenues. Senior administration is working to pick strategic KPIs that are valid and that best show progress towards our strategic goals. These KPIs will be brought to Council for approval and will be included as part of the annual report to Council, making the report more robust and strengthening accountability.

The strategic plan will be implemented through initiatives and services changes in current and future corporate plans.

Consultation/Engagement

Implementation/Communication
Once the updates to the strategic plan are approved by Council the content will be developed into a concise, high-level document consistent with the Spruce Grove brand. This approved strategic plan will be shared with the community using a variety of the City's communication tools. Implementation of the strategic direction for the City will be reflected through the 2019-2021 Corporate Plan which will be presented to Council for approval in November 2018.

  • Citizens consistently express high levels of satisfaction with municipal services.

Where people choose to experience community: A vibrant place for community involvement and social wellness
Spruce Grove provides opportunities for engagement and participation in diverse and high-quality arts and culture, leisure, recreation and sports activities.
  • Spruce Grove has a diverse arts and culture environment that reflects the interests and needs of the community.
  • Spruce Grove has leisure, recreational and sporting amenities and activities that reflect the interests and needs of the community.
  • Spruce Grove has a healthy population that is actively engaged in activities and the community.
 
Where people choose to grow a business: A strong, diversified business centre
Through innovative and supportive business development, Spruce Grove is a growing economic home to successful small business, commercial and industrial companies.
  • Spruce Grove has a business environment that attracts new businesses to the city, encourages and supports new business startups, and helps ensure existing businesses are competitive, successful and profitable.
  • The City maintains a constant inventory of available land, both developed and developable, to ensure businesses can find properties that meet their needs.
  • The City has well developed relationships with key stakeholders in the community and the region who impact the economic success of the City’s business sector.
  • Spruce Grove has a robust, growing economic base that generates increased revenues to support the City’s high standards for services and programs.
  • Spruce Grove is known as an event hosting destination.

Financial Implications:
The fiscal impact of the strategic plan will be reflected in future corporate plans.
