Request for Decision Summary
This presentation is being brought forward to Council to provide information on the Climate Resilience Express Action Plan that was conducted by All One Sky Foundation and Municipal Climate Change Action Centre.  The plan provides an overview of climate trends for the Spruce Grove region, highlighting some initial actions to help manage potentially significant risks and opportunities anticipated to result from climate change over the next several decade.

Proposed Motion
That the Climate Resilience Express Action Plan be approved as the City of Spruce Grove's strategy to address the impacts of climate change.

Background/Analysis
This Climate Resilience Action Plan (Action Plan) has been produced through the Climate Resilience Express project with financial support from the Municipal Climate Change Action Centre (MCCAC), the Calgary Foundation, Natural Resources Canada, All One Sky Foundation, and Alberta Ecotrust. A key objective of the Climate Resilience Express project is to partner with communities across Alberta to complete a streamlined (“express”) process aimed at developing a community-specific climate resilience action plan through a one-day workshop, and to develop and maintain an ‘Action Kit’ to support other communities in working through the process. In 2016, six communities from across Alberta were selected to pilot the workshop process and aspects of the toolkit. In 2017, an additional seven communities participated in the project, including the City of Spruce Grove.

The reports highlights that the effects of climate change are already apparent in Spruce Grove, with observable changes in temperature, precipitation, and extreme weather events over the last century. The impacts of climate change on the City could be numerous and diverse for infrastructure and services, property, the local economy and environment, and the health and lifestyles of citizens. To better prepare for these potential impacts this Action Plan has been prepared, which identifies some initial actions to help manage potentially significant risks and opportunities anticipated to result from climate change over the next several decades.

Consultation/Engagement
The City in partnership with All One Sky Foundation and MCCAC hosted a one day workshop to determine the major climate-related risks and opportunities on December 5, 2017.
Implementation/Communication
The Climate Resilience Express Action Plan will be placed on the website for public viewing.  It is also anticipated that an open house will be held to inform the public on the findings of the report and the proposed next steps.   Any and all actions recommended through this report will be put forward as corporate plan initiatives, referencing this report as a motivator for the project.
Impacts
The City is currently performing many actions that help mitigate the consequences of the priority climate-related risks identified during the workshop. Eighteen further actions were also identified, during the workshop, for consideration to help the City better prepare for climate change. Several of these actions could be implemented quickly with minimal investment, whereas other actions have longer-term timeframes and require a higher level of investment. Implementation of these actions will ensure that Spruce Grove remains resilient under a wider range of potential future climate conditions.
