Request for Decision Summary
Administration is providing Council with an update on the 2017 general municipal election filing requirements for the campaign disclosure statement as set out in the Local Authorities Election Act.

Proposed Motion
That the candidate campaign disclosure report for the 2017 municipal general election be accepted as information.

The Local Authorities Election Act (the Act) stipulates that candidates who funded their campaigns either exclusively from campaign contributions or from a combination of their own funds and campaign contributions must file a campaign disclosure statement with the municipality on or before March 1st following the general election. The Act also requires that a report be provided to Council in the event that a candidate has failed to file a disclosure statement. 

According to City records, the following candidates registered their notice of intent to become a candidate for the 2017 general municipal election, indicated they would be seeking campaign contributions and have not filed a campaign disclosure statement:

Mr. Daniel Corbett
Mr. Daniel Doornekamp 

Administration confirmed with legal counsel that failure to file a campaign disclosure statement, when required to do so, may impact a candidate's eligibility to run in future elections. Options for a candidate to remedy this matter are also stipulated in the Act.
The reporting requirements were explained to all candidates that filed an application for registration of notice of intent to become a candidate for municipal office, they were mentioned in the candidate's handbook, and highlighted on the City's election web page.  All candidates were also sent letters referencing the financial reporting requirements in the Local Authorities Election Act
