Request for Decision Summary
This presentation is being brought forward to Council to provide information on the 2016 Energy Management Plan and Greenhouse Gas Reduction Strategy that was completed as part of Milestone Five under the Federation of Canadian Municipalities'  Partners for Climate Protection Plan (PCP).  The report highlights two goals to reduce both corporate and community greenhouse gas emissions and energy use, as well as highlighting various initiatives to move the City towards achieving those goals.
Proposed Motion
That the 2016 Energy Management Plan and Greenhouse Gas Reduction Strategy be adopted in principle.
Background/Analysis
As part of the PCP program, an energy management plan was created for the City of Spruce Grove in 2003. It looked at all corporate and community energy use in 1996 and 2003 and the related greenhouse gas emissions. It included targets for the City to work toward and action plans describing how to meet these goals. Due in large part to the unanticipated population growth, the goals were not met, however on a per-capita basis the analysis shows significant improvements.
 
The 2016 Energy Management Plan and Greenhouse Gas Reduction Strategy serves as an update to the 2003 report, including new initiatives designed to reduce energy use and emissions from corporate and community activities. The 2016 Energy Management Plan and Greenhouse Gas Reduction Strategy contains all information required to achieve Milestone Five in the PCP program, and has been submitted and verified, ensuring that the City is the 41st municipality in Canada to achieve Milestone Five.

The 2016 Energy Management Plan and Greenhouse Gas Reduction Strategy will become the guiding document for the City on energy use and greenhouse gas emissions.  The report was developed in consultation with all impacted parties.  The 2016 Energy Management Plan and Greenhouse Gas Reduction Strategy, and as a result the completion of Milestone Five, will be communicated to the public through the website and social media.  The City will also receive recognition at the FCM Conference in Ottawa this June for this achievement.  The success in the PCP program will be communicated to the public through standard means of City communication.

The 2016 Energy Management Plan and Greenhouse Reduction Strategy identifies several initiative to move the City toward achieving the targets stated in the report. Each initiative, depending on it's scale and resource requirements, will be put through the corporate planning process for approval and financial support.
Impacts
Impacted departments have been consulted. Most of the workload will fall to the Sustainability and Fleet and Facilities sections. 

The report itself will not have a direct financial impact. Action Plan items that would incur costs will be entered into the corporate planning system. The potential for significant cost savings from reduced energy use exists if efficiency related action plan items are implemented. 

Completing the PCP Milestone Five puts Spruce Grove on the map as a municipality committed to protecting the environment and reducing its greenhouse gas emissions
