Request for Decision Summary
The purpose of this report is to authorize the 2018 Business Improvement Area tax rates.

Proposed Motion
That first reading be given to Bylaw C-1033-18, the 2018 Business Improvement Area Tax Rate Bylaw.

That second reading be given to Bylaw C-1033-18, the 2018 Business Improvement Area Tax Rate Bylaw.

Background/Analysis
The 2018 approved budget for the Business Improvement Area (BIA) includes $32,000 to be raised by tax levy. The breakdown of tax status for number of rolls contained within the 2018 Business Improvement Area assessment roll is as follows:

The BIA tax rate may be calculated using assessed value and mill rate resulting in levies ranging from $13.44 - $962.05. A uniform rate may be set or different rates throughout the zone if Council considers that some businesses receive greater benefit than others from the activities supported through the levy.

In consideration of the boundaries of the zone and the location of business premises within, Administration recommends that the equitable means of distributing the tax burden is through application of a uniform rate of $199.00 throughout the zone.
Options/Alternatives
That Administration prepare a new bylaw to authorize an alternate calculation method as allowed by legislation.
Consultation/Engagement
Administration has consulted with the Board and received no negative comments on the recommended calculation method.
Implementation/Communication
The City will notify the Association of the date notices are mailed. Advertising will be done through the Examiner, City website, social media and reader boards.

Notices will be sent by April and due on or before June 30.
