Request for Decision Summary
On January 21, 2019, the Committee of the Whole made the following motion, "That based on the January 21, 2019 Committee of the Whole discussion, the City Manager prepare a draft of Council's Priorities for 2020-22 corporate planning and budget cycle for consideration for approval by Council by February 28, 2019." The priorities are thereby being brought to Council for approval.
Proposed Motion
 
That the document Strategic Plan Council's Focus Areas 2020-2022 attached to this Request for Decision report of February 25, 2019 be approved as presented; and that the Strategic Plan be updated with the text from the document and shared with the public.
 
 
Background/Analysis
Council members met on January 11-12, 2019 to hold discussions about matters related to planning for the community, with a list of focus areas being the key output. The draft version of this output was presented to Committee of the Whole on January 21, 2019, at which time Committee members provided additional feedback, with Administration's responses as follows:
  • Changing the word "priorities" as there are others not listed -- The document now refers to "focus areas". It should be noted that the focus areas are generally new and activities of significant scope rather than more minor initiatives or the ongoing delivery of programs and services. The maintenance of existing service levels is understood to remain highly important, and the selected focus areas identified by Council are not exclusive of all that is significant to Council, or intended to exclude attention to other issues that may arise.
  • Keep the list of initiatives -- These were left intact and some wording added to explain what they are.
  • Questions about capacity to undertake the work -- Administration undertakes a review of capacity as part of the internal vetting of initiatives that ultimately end up as the City Manager's Proposed Corporate Plan later in the year.
  • The context of regional collaboration for economic development -- It is clarified that the reference is specific to the approved Economic Development Strategy; other regional elements are captured under the Sustainable Growth focus area.
  • Organizing initiatives by department -- This view is typically provided in the Corporate Plan under the Divisional Business Plan section.
  • How will the focus areas be communicated to residents -- The Communications Department is developing a communication plan to share the information with residents.

By identifying focus areas and specific initiatives of key importance, Council sets direction for Administration in prioritization of initiatives and work as well as helping clarify for residents the areas Council will pay special attention to in the coming years. These focus areas will constitute organizing resources and making new investments to steadily achieve the community vision as stated in the Strategic Plan.
Options/Alternatives
 
Council may wish to make further amendments to their focus areas or to the wording in the document Strategic Plan Council's Focus Areas 2020-2022. If Council has amendments, the following motion is recommended:

 
That the document Strategic Plan Council's Focus Areas 2020-2022, attached to this Request for Decision report of February 25, 2019 be approved as amended; and that the Strategic Plan be updated with the text from the document and shared with the public.

Implementation/Communication
Corporate Services will work with Communications to inform the community about Council’s strategic plan priorities. A variety of tactics will be used to share this information.
 
Impacts
Administration will refer to Council's Focus Areas when prioritizing initiatives for the 2020-2022 corporate planning cycle. The 2020-2022 Recommended Corporate Plan and Fiscal Plan will be presented to Council later this year.
