Request for Decision Summary
The purpose of this Request for Decision is to seek Council’s support for second reading for Bylaw C-984-16 - Jesperdale Stage 10. An application has been received to redistrict 1.61 ha in Plan 062-6301, Block 23, Lot 1 from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.

Administration supports this amendment that will allow for the development of single and semi-detached lots.

Proposed Motion
That second reading be given to Bylaw C-984-16 - Land Use Bylaw Amendment - Redistricting - Jesperdale Stage 10.
Select Engineering has applied, on behalf of the landowner, to redistrict 1.61 ha of Plan 062-6301, Block 23, Lot 1 from UR - Urban Reserve District to R1 –  Mixed Low to Medium Density Residential District (See Attachment B).
The landowner plans on constructing an extension of Calahoo Road and developing 31 residential lots consisting of 3 lots for single detached dwellings and 28 lots for semi-detached dwellings.

Municipal Development Plan
Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan. The Future Land Use map designates the subject lands as Residential and amendments to the MDP are not required to facilitate this development.

North Central Area Structure Plan
The North Central Area Structure Plan (ASP), Bylaw C-477-03, was adopted in May 2003. The proposed redistricting is consistent with the subject site's Low Density Residential designation in the ASP and will not require an amendment to the ASP.

Land Use Bylaw
The subject lands are districted UR – Urban Reserve. The reclassification of land to other land use districts is normally required before subdivision and development can occur.

The proposed R1 – Mixed Low to Medium Density Residential District is intended to accommodate a range of low to medium density dwellings. Both single detached and semi-detached dwellings are uses that may be considered in the R1 district. However, the ASP predates the flexible districting reflected in the Land Use Bylaw (C-824-12). As a result, the proposed single detached lots are permitted uses and the proposed semi-detached lots are discretionary uses.
Administration has discussed initial comments about the development with the applicant.

The proposed amendment has been circulated internally for other departments’ comments. No comments have been received.

Public Hearing
As per Municipal Government Act requirements, notice of the public hearing was placed in the January 27 & February 3, 2017 editions of the Spruce Grove Examiner.
If approved, the Land Use Bylaw Map will be updated and posted on the City's website.
This amendment will provide for the development of single detached and semi-detached dwellings.
