Request for Decision Summary
 Administration is seeking Council approval for a revised Cemetery Operation and Maintenance policy.  This policy is being revised in support of the recently enacted Cemetery Bylaw and is intended to set operational guidelines and outline roles and responsibilities related to the operation of Pioneer Cemetery.  This policy will help ensure that the cemetery is operated in compliance with provincial regulations while providing a quality service for our citizens.

Proposed Motion
 That Policy CP-1004-17 - Cemetery Operation and Maintenance be approved as presented.
The approval of a revised Cemetery Operations and Maintenance Policy is one of the final steps to be taken following a two year review process.   The new Cemetery Bylaw will come into effect on January 1st of the new year and the administrative responsibilities for the Pioneer Cemetery will be amalgamated within the Public Works department at that time.

This revised policy will provide guidance for the day to day operations of the Pioneer Cemetery and establish levels of service expectations for service providers and contractors. The Cemetery Operation and Maintenance Policy, along with the Cemetery Bylaw, will help control operational risks and liabilities for the City related to the ongoing operation of a cemetery.

 Various City departments were consulted during the revision of this policy.
 Upon approval copies of this revised policy will be provided to our cemetery caretakers and to local funeral service providers.  The Cemetery Bylaw, this policy, and other information related to Pioneer Cemetery operations will be available on the City's website.
 The revisions made to this policy, along with the new Cemetery Bylaw, will help ensure the effective operation of the Pioneer Cemetery and provide residents with a local public cemetery option.

Fiscal Impact
Financial Implications:
There are no significant financial impacts as a result of creating this policy or by amalgamating cemetery administration at Public Works.  The need for expenditures related to the purchase and installation of a columbarium in response to ongoing public interest in this interment option is captured within the corporate plan.
