Request for Decision Summary
The purpose of this report is to seek Council's support for an updated Cemetery Bylaw which will allow for the sale of interment rights for space within a columbarium.
Proposed Motion
That third reading be given to Bylaw C-1056-18 - Cemetery Bylaw.
In 2016, the City of Spruce Grove commissioned Lees + Associates to produce a report to provide a road map to guide the future operations and development of the Pioneer Cemetery. This comprehensive report examined the local cemetery market, assessed the current site, and reviewed current operations and governance.

In 2017 the City's focus was on improving the information management function through the use of new cemetery software and the establishment of appropriate controls and regulations through a newly created bylaw and a revised operations policy. A Cemetery Bylaw and an operational Policy were enacted in late 2017.

The plan for 2018 at Pioneer Cemetery was to complete a few landscaping improvements and install the cemetery's first columbarium to provide another interment option for the community. This development requires that we update the Cemetery Bylaw to incorporate new definitions and regulations to permit the sale of interment rights for niches within the columbarium.
Significant research was completed by Lees + Associates in 2016 to help advise the City on best practices for cemetery management and potential future development opportunities. Many funeral industry representatives, City staff and other stakeholders attended a workshop at that time.
Upon approval, steps will be taken to distribute copies to representatives within the funeral industry and the bylaw will be made available on the City's website. Affected City staff will be instructed on any operational changes brought about by the new bylaw. The Cemetery Operations and Maintenance Policy will be updated and brought to Council for approval, and Cemetery related fees and charges will be included in any amendments to the Fees and Charges Bylaw.
The creation of a new cemetery bylaw will provide the required level of direction and control for the facility and ensure that the City meets its obligations under the Cemeteries Act and its associated regulations. The bylaw will help ensure that the Pioneer Cemetery continues to provide an important service that meets the needs of the community.

Fiscal Impact
Financial Implications:
Niche space is typically sold at a rate equal to approximately 100% profit based on typical capital costs for purchase and installation of a columbarium. Revenues from this initiative will offset a portion of ongoing expenses for operating Pioneer Cemetery.
