Request for Decision Summary
The purpose of this report is to seek Council support for third reading for Bylaw C-998-17 - Cemetery Bylaw.  Administration supports this bylaw as it establishes the appropriate direction and authority for the ongoing management of the Pioneer Cemetery.
Proposed Motion
That third reading be given to Bylaw C-998-17 - Cemetery Bylaw.
The City assumed the operation of Pioneer Cemetery in 2007, as the site was part of an annexation of land from Parkland County.  At that time Public Works was assigned to operate and maintain the cemetery and a Corporate Policy (2,024) was created to establish operational guidelines and responsibilities.  It is clear now that a bylaw will provide the more appropriate level of authority to govern the ongoing affairs of the cemetery and ensure that the City meets its obligations under the Cemeteries Act and its associated regulations.  The passing of this bylaw will also consolidate the administrative and operational responsibilities so sales, records management, and maintenance activities will all be centralized at the Public Works facility.  
In 2016 the City of Spruce Grove commissioned LEES + Associates to  produce a report to provide a road map to guide the future operations and development of Pioneer Cemetery.  This comprehensive report examined the local cemetery market, assessed the current site, and reviewed current operations and governance.  During the research portion of the report development, LEES + Associates led a workshop hosted at Public Works that was attended by staff representatives from Planning & Development, Public Works, Communications, GIS, Customer Service and Finance.  The workshop was also attended by representatives from Parkland County, Parkland Funeral Service, Serenity Funeral Service, and a range of community churches.

The development of the Cemetery Bylaw is one of several initiatives that have been undertaken since the completion of the report and an important step that allows for future operational improvements. The drafting of this bylaw was done with the assistance of the City Clerk's Office and draft forms were reviewed by staff in Enforcement Services, Finance, Planning & Development, and Public Works.
If this bylaw is approved steps will be taken to distribute copies to representatives within the funeral industry and the bylaw will be made available on the City's website. Affected City staff will be instructed on any operational changes brought about by the new bylaw and meetings will be held with the City's cemetery caretakers and any of their contractors to convey information regarding any new requirements or practices.
The creation of a cemetery bylaw will provide the required level of direction and control of the facility and ensure that the City meets its obligations under the Cemeteries Act and its associated regulations. The bylaw will help ensure that the Pioneer Cemetery continues to provide an important service that meets the needs of the community.
