Request for Decision Summary

The purpose of this Request for Decision is to seek first reading of Bylaw C-1028-17 that would close a portion of the Highway 16A public road right-of-way as registered under Plan 922 1880.  This road right-of-way has been determined surplus, and it is desirable to close it to conserve developable land and to facilitate future land consolidation in this area. 

Proposed Motion

That first reading be given to Bylaw C-1028-17 - Road Closure - Plan 922 1880.                                                                                                                                                                                                                        


This intended Road Closure Bylaw affects all of Plan 922 1880, which is located on the south side of Highway 16A and west of Campsite Road.   The City of Spruce Grove controls highway right-of-ways located within the City's boundaries, and this proposed road closure area has been determined by City engineering analysis to be surplus to the road needs in this area.  The surplus right-of-way is a rectangle area, being 30.0 metres by 124.32 metres, and comprises approximately 0.373 hectares. This portion of road right-of-way is currently developed with buildings and parking associated with the Rotary Centennial Park. 

The subject road closure lands are defined in the Shiloh Area Structure Plan as part of this plan’s  compliment of Park/Open Space land usage. This road closure would allow the existing Rotary Centennial Park buildings to be sited on a legal parcel, and that these lands could be available for consolidation with adjacent lands in the future.  An approximate five metre wide road widening is anticipated on the west side of Campsite Road, and this widening would be a requirement from this new parcel when the actual road widening need is confirmed.


As per the requirements of Section 22(4) of the Municipal Government Act, a public hearing will be held to provide those affected by the proposed road closure and the general public an opportunity to be heard by Council.  Notice of the public hearing will be advertised in the Spruce Grove Examiner and adjacent landowners will be notified by mail.

Closure of this surplus road area will allow these lands to be titled and eventually developed per the provisions of the Shiloh Area Structure Plan.
