Request for Decision Summary

This Request for Decision is to provide Council with background information regarding Bylaw C-1023-17, a Land Use Bylaw Amendment for two abutting redistricting applications within the North Central Area Structure Plan.  The Bylaw is a consolidation of Bylaws C-984-16 and C-1006-17 that were cancelled due to no Council quorum existing from their previous public hearings.

Bylaw C-1023-17 proposes to redistrict 1.6 ha from UR - Urban Reserve District to R1 - Mixed Low to Medium Residential Density (Jesperdale Stage 8), and to redistrict 5.29 ha from UR - Urban Reserve to P1 - Parks and Recreation District (Jesperdale Stage 10). 

Administration supports this Bylaw.  This amendment bylaw will allow for development of single and semi-detached residential lots, and a stormwater management facility with open space and trails.

Background/Analysis

Bylaw C-1023-17 replaces Bylaws C-984-16 and C-1006-17 that were cancelled as no Council quorum exists from their previous public hearings.  These former bylaws have been consolidated for administrative efficiency, and because the amendment areas are abutting and were submitted by the same landowner.  

Bylaw C-1023-17 proposes to redistrict 1.61 ha of Plan 062-6301, Block 23, Lot 1, from UR - Urban Reserve District to R1 – Mixed Low to Medium Density Residential District, and to also redistrict 5.29 ha of Plan 062-6301, Block 23, Lot 1, from UR - Urban Reserve District to P1 - Parks and Recreation District.

The public hearing was advertised in the January 5 and January 12, 2018 editions of the Spruce Grove Examiner. Letters advising of the public hearing have been sent to adjacent landowners and notice has also been posted on the City’s website.

Impacts

This amendment will provide for development of single-detached and semi-detached residential dwellings, a stormwater management facility, and a westward extension of the existing trail system.
