Request for Decision Summary
This Request for Decision seeks second reading of Bylaw C-1024-17 - Tonewood Stage 5, an application to redistrict 1.55 hectares of land located in the East Pioneer Area Structure Plan area from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.  NOTE: The subject's parcel's legal address has changed from Council's first reading of proposed Bylaw C-1024-17, and this change has been updated in this report and the Bylaw.  

Administration supports this amendment.  The amendment would allow for future subdivision for single detached housing.
 

Proposed Motion
That second reading be given to Bylaw C-1024-17 - Land Use Bylaw Amendment - Tonewood Stage 5, as amended.

Background/Analysis
Bylaw C-1024-17 replaces Bylaw C-982-16 that was cancelled due to no quorum existing from its previous public hearing.

Select Engineering has applied, on behalf of the landowner, to redistrict 1.55 hectares of Plan 172-3540, Block 1, Lot 5, from UR - Urban Reserve District to R1 –  Mixed Low to Medium Density Residential District (See Attachment 2).

The developer plans to develop 25 parcels for single detached dwellings.

Municipal Development Plan:  Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory land use planning document, and its Figure 8 - Future Land Use map designates the subject lands for Residential land use.  This proposed Bylaw amendment is consistent with the MDP’s land use intent.

East Pioneer Area Structure Plan:  The East Pioneer Area Structure Plan (ASP), Bylaw C-843-13, was adopted in May 2013. The Bylaw’s proposed redistricting is consistent with the subject site's Low to Medium Density Residential designation as defined in the ASP.

Land Use Bylaw:  The subject lands are districted UR – Urban Reserve, and the reclassification of land to another land use districts is normally required before subdivision and development can occur.  The proposed R1 – Mixed Low to Medium Density Residential District is intended to accommodate a range of low to medium density residential dwellings. Single detached dwellings are permitted uses in the R1 district.

The proposed amendment was circulated internally for other departments’ comments.

Public Hearing
A public hearing is scheduled on January 22, 2018 to be held prior to second reading. The public hearing was advertised in the Spruce Grove Examiner on January 5 and January 12, 2018 as per Municipal Government Act requirements. A public hearing notice letter was mailed to landowners adjacent to the amendment area, and a notice has also been posted on the City's website. 
Implementation/Communication
If approved, the Land Use Bylaw map will be updated and posted on the City's website.
Impacts
This amendment will allow for development of low density residential dwellings.
